The offer represents all the documents that the entrant  must submit in order to participate in a tender regulated by D.L. no. 50 of 2016, and it is formed by an economic part concerning the price and a technical part concerning the type of operation and the development modalities.

A copy of the security must be attached to the offer, either in cash or in the form of guarantee, as well as the statements made by the competitors to prove the fulfilment of the general requirements necessary for participating in public tenders (mainly self-declarations to be filled on the basis of a model prepared by the competent authority, which shall then verify their veracity once the tender has been won).
