Pursuant to Art. 19, par. 1, Law no. 241 of 1990 (law on the administrative procedure), the SCIA replaces any authorisation, license or permit (however named), whose issuing depends exclusively on the verification of requirements and preconditions stipulated in the law or in administrative acts of general content.

The Building-SCIA is submitted by the applicant (investor/owner) and includes attached documents, the project and a statement, both signed by a technician who certifies the compliance of the project with town planning regulations and current laws.

The request must be submitted to the Sportello Unico Edilizio (Building Single Access Point) of each Municipality, an office which is in charge to manage requests and issuing the related building authorisations.
