Is it possible to change a designated use of a public asset before putting it on the market?

Yes, by defining ex ante – with the eventual support of external advisors and in agreement with the competent public authorities – the volumes and purposes of use that are not appreciated and the ones that are allowed, leaving to the private buyer a considerable scope to choose the preferred purposes of use as best suited to pursue the business objectives. In this case, the investor might request the promotion of a Programme Agreement between the Public Administrations involved, to be signed before the starting up of the business on the asset, in order to solve the property’s main administrative issues allowing the private party to acquire or receive assets ready for use.
